Why did they do a crossover period? Is the real question

Unfortunately, any question predicated on "why did they do this?" goes back further than the current season.

The network had expectations that FTWD would match the ratings of TWD from the beginning. However, they forgot that the bulk of the audience they'd gained over the years was not the audience who made the show a hit. These are the people buying TWD wine, wearing TWD pj's and calling each other "motherdick". These are the people who wear Daryl t-shirts, love Daryl with a rocket launcher and dress up as (and cheer for) Negan. Nobody should be cheering for Negan. If Negan's being used to sell T-shirts, you've undercut the fear he was supposed to instill. Negan should have been like The Governor (not in terms of portrayal, but in terms of creating the same level of fear and anger).

TWD started small, authentic and character-driven. So they hired a Erickson, who tried to do the same with FTWD. The audience they'd been counting on to sell TWD toilet paper to bolted. They don't want character. They want caricature.

The network and Gimple decided he was the ratings savior and decided to move him (and his writer boys) over. They gave Erickson short notice to wrap things up and write off characters Gimple had no use for: Ofelia, Troy, Lola, Walker, Crazy Dog, even Alicia's new friend Diana.

So then Gimple & crew come over, and immediately terminate Kim Dickens. I sense that's where we immediately lost Frank Dillane - his producer, his onscreen mother and many of his friends (Travis, Ofelia, Troy, Jake, Walker) all let go in a short amount of time.

And we end up with Morgan - because Gimple has shown himself to be simple-minded. Morgan's return was one of Gimple's high points of audience acclaim during his tenure. Do the fans enjoy where Morgan went (with the same circular story)? Do the fans really care if Morgan lives or dies? Doesn't matter. All Gimple remembers is that people liked him for bringing Morgan back, so he thought that's how he could save FTWD: by firing the female lead and replacing her with his most popular decision.

The reason Dwight wasn't brought over is because it isn't about story - it's about ego. Gimple truly thought the way he'd bump up viewership was by pulling a card out of his back pocket that he'd already used before. And he thought he'd be able to use it again. And get credit for brilliance as a result of just rehashing something he's already done.
